For instance, data on casualties released by the headquarter of air defense (HAD) were different from those issued by the headquarter of army that defended metropolitan area (HAMA). And information issued by police department of the capital (PDC) were sometimes different from the organizations above. That is `one real fact had several different data'. These historical phenomena terribly embarrassed us. HAD, HAMA and PDC were three main organizations that gave data of casualties then. So in this article, I analyze how these organizations managed their lower departments and how they investigated the casualties by Japanese bombing. HAD was the best to grasp the fact, because it managed the whole passive air defense system including building and managing ‘public air raid shelters’, and had many defense corps, fire brigades, civil service groups and relief parties underneath. Groups and parties under HAD could immediately go to rescue casualties, so it was the best to approach the fact.
