The reason why the Educational Ordinance was a sutra of the Imperial Ordinance in relating to schools in colony lies in the following Art2 and Art3. Art.2 The essential principle of education for Koreans in Korea shall be in making of loyal and good people by giving instruction based on the Imperial Rescript concerning Education. Art.3 Education in Korea shall be adapted to the need of the times and the conditions of the people. However, the Educational Ordinance was abandoned by the Korea independence movement aroused on March 1st in 1919.
