When the Japanese university’s entrance examination policy was revised, it was decided that from the 2020 academic year, an English standardized test would form part of the Japanese university entrance examination. However, this plan was postponed unexpectedly in November 2019. Although some researchers purported that thereasons for cancellation were related to a lack of preparation and the Minister of Education, Culture, Sports, Science and Technology’s (MEXT) incorrect choice of words, only a few investigated what happened in the process of cancelling the test. Accordingly, the reasons for cancelling the inclusion of an English standardized test were explored in this study. The Diet record of the House of Representatives, which has not been examined in previous research, was investigated. The results revealed that the MEXT minister decided to send off the English standardized test because of their inadequate examination system, which was difficult to rectify before the start of the 2020 academic year, rather than what the minister said},
