That has become in earnest by the Instruction by both the Ministry of Education and the Ministry of Home Affairs in 1915 on the Principles Relating to the Lead and the Department of Young Men's Association. In this paper, the author studyed on the process of the establishment of the DAINIPPON RENGO‾ SEINENDAN and the DAINIPPON RENGO‾ JOSHI SEINENDAN.
